Start by separating the allegation from observed events. Record the affected process, accessible information and desired preventive outcome.

Do not collect additional personal information simply because it is technically obtainable.

Check sources and document limitations

Compare claims through independent channels, note when a record was obtained and preserve the context. A missing indicator should not be treated as proof of innocence or fraud.

Provide reproducible conclusions

Reports and tools should identify inputs, methods, uncertainties and practical follow-up. Results must be understandable to their intended users.
